Cylch Employment Programme - Cylch Quality Learning Ltd 2011-2013

This programme has been created by Cylch Quality Learning Ltd to encourage new entrants in to the environmental sector and meet the existing and growing skills needs within the recycling and waste management industry within Wales.  It is an employment and vocational training programme specific to waste management and Recycling organisations operating within Gwynedd, Ynys Mon, Conwy, Denbighshire, Cardiff, Vale of Glamorgan and Newport. 

The programme creates opportunities for economically inactive and socially excluded people to gain paid employment experience and qualifications within the public, private and community recycling industry. 

Working with employers across the Public, Private and Third Sector, this programme will:

Enhance the participant’s skills and develop their experience, enabling them to move on into full time work within the environmental management industry;
Provide individuals with real life work experience and recognised qualifications, accredited by Waste Management Industry Training Advisory Board (WAMITAB) and EU Skills;

Enable people to gain qualifications, experience and work skills within a diverse range of occupational vocations, which will enhance their employability within a growth industry that currently is experiencing a skills shortage;

Ensure Recycling and Waste Management employers have access to a reliable supply of personnel while helping them to develop the skills and qualities that they require (which are often not available on the external job market). 

Project Objectives

  • To provide a route, without barriers, into employment in the recycling services sector.
  • To increase the available choice of work experience provision locally.
  • To help placement providers build additional recycling capture capacity.
  • To promote local economic regeneration through job creation.

How does it work?

Cylch are able to finance full time roles within waste management and Recycling organisations at the national minimum wage for a period of either 3 and 9 months. At £5.93 per hour, this equates to £953.50 per person per month (inc. Employer National Insurance costs), which will be reimbursed by Cylch.  In addition to wage costs, Cylch can, where a need is demonstrated, provide up to a £100 per person to assist with PPE costs. We will finance, in full,  the cost of industry specific qualifications awarded by WAMITAB.

Depending of the work experience role provided by the host organisation, each participant will be able to undertake either a QCF Level 1 diploma in Recycling Operations (previously NVQ level 1 in Recycling Operations) or the VRQ level 3 in Sustainable Waste and Resource Management.  In addition, as part of their induction, each participant will be required to undertake the Safety Health and Environmental Awareness (SHEA) in Waste Management. This is a new Constructions Skills Certification Scheme (CSCS) card qualification developed by EU Skills the Sector Skills Council for Waste Management.

9 month training programme

To qualify for 9 months funding and training, potential participants must be aged between 18-24 and have been registered unemployed with Job Centre Plus for a period of 6 months or more.  The recruitment and selection process is determined by the host organisation.  

Cylch’s team of Programme Co-ordinators will be available to help host employers construct job descriptions for advertising vacancies in local job centres.  Job Centre Plus will refer eligible individuals to the host employers directly.  Cylch will provide administrative support and arrange all training delivery in connection with the placement.  Although the available funding provides for salaries at the national minimum hourly rate, there is no restriction on host organisations paying over and above this amount, should they wish to do so. It is acceptable for the host employer to use the available funding as wage subsidy.

3 month training programme

To qualify for 3 months funding and training, individuals chosen by the host employer, can be refered directly to Cylch.  There are no age restrictions associated with this support. Individuals must be able to demonstrate that they have been unemployed, economically inactive or at risk of redundancy for a period of no less than 1 day.  Every participant will be able to undertake either a QCF Level 1 diploma in Recycling Operations (previously NVQ level 1 in Recycling Operations) or the VRQ level 3 in Sustainable Waste and Resource Management.
